Christian Pulisic has agreed to personal terms with Chelsea ahead of a summer move, according to Bild.
The report states that Chelsea will pay Dortmund a $57 million transfer fee for the winger.
The 20-year-old Pulisic has struggled for playing time this season, scoring just one goal in 11 matches.
Maurizio Sarri has told Chelsea that it is "time to decide" the future of Eden Hazard for the good of the club.
Hazard's deal expires in 2020 and he has yet to sign an extension despite aggressive attempts from Chelsea.
Hazard has been offered a contract worth more than £300,000 per week.
Hazard has made no secret of his desire to one day play for Real Madrid.
“I think that it’s time to decide,” Sarri said. “Will I sit down with him? No, because I don’t have the power to do this. I am the coach, I am not the president. I am not in charge of the market. I want to speak to him only about his position on the pitch. We have to solve this problem if we want to program the future.”
Hazard has been used as a false nine recently, but he has been clear he wants to move back to the left wing.
“I cannot see the problem of Hazard in this role – he played four matches [there] and scored three goals and made two assists,” Sarri said. “I am really very happy with him in this position because he is very able to score, first of all; very able to open spaces for teammates and very able to come to play with teammates.
“At the moment I am very happy with him in this position. In the future, he can play also as a winger, of course. I don’t know if he prefers to play as a winger but if he is able to play like in the last match in the centre, for me it’s not a problem to put him in the center.”
Massimiliano Allegri will be considered for Manchester United's managerial vacancy.

Heung-Min Son may miss up to three league matches for Tottenham after getting called up to the South Korean squad for the Asian Cup.
The Asian Cup runs from January 5th to February 1st. Son will join the national side following Tottenham's match against Manchester United on January 13th.
Depending on South Korea's run, Son could also miss matches against Fulham, Watford, and Newcastle.
Jose Mourinho believes he still has a future in management.
Mourinho indicated that he would take a break from football before returning to management, while refusing to apportion "blame" for why things had gone wrong at Old Trafford.

David De Gea is moving closer to signing a long-term deal with Manchester United.
De Gea has been unconvinced by the merits of a transfer from United to Juventus or Paris Saint-Germain.
De Gea has made no secret in the past of his desire to return to Spain, and was close to a 2015 transfer to Real Madrid. Madrid has since signed Thibaut Courtois from Chelsea.
Juventus couldn't match United's contract offer to De Gea and PSG has waning interest.
The only real threat to United is if Real Madrid or Barcelona change their mind and pursue De Gea.
Manchester United are ready to pay as much as $42 million to Tottenham as compensation in order to hire Mauricio Pochettino.
Pochettino remains at the top of United's list to succeed Jose Mourinho. Real Madrid are also interested in hiring the Argentine.
In an effort to keep Pochettino at Tottenham, club chairman Daniel Levy is looking to add outside investments as well as reminding the manager that he will not enjoy the same level of power and influence over player acquisitions should he move to Manchester or Madrid.
